Welcome to a New and Exciting Time...

Anthony StarkMy name is Anthony Stark, and I am the Director of S.H.I.E.L.D.

Recently, disaster struck the community of Stamford, CT in the form of a superhuman altercation that resulted in the deaths of hundreds of men, woman and children. Such a disaster could have been avoided had controls been in place to govern superhumans and the use of their powers. After the tragedy of Stamford, the people spoke....and their Government listened. Shortly thereafter, the Superhuman Registration Act was passed, requiring all superhumans based in the United States to register their powers and identities with the Federal Government, as well as subject themselves to rigorous training and qualification to be licensed to use those powers in the service of the country. After initial opposition from some members of the superhuman community, the Fifty-States Initiative (FSI) was born.

The FSI is a joint effort between S.H.I.E.L.D. and the United States superhuman community, one that will serve to enhance, improve and protect the American way of life that we all hold dear. To that end, each of the fifty states in the Union will be assigned a team of trained and qualified superhumans to respond to any emergency and need that may require their attention. They will be on the Federal payroll, and answerable for their actions as any other law enforcement officer would be. They will exist to serve the needs of the people.

Assigning each state a fully operable team will take time, but training has begun in earnest. States such as Colorado (FSI-38: Thunderbolts), Alaska (FSI-49: StormFront), California (FSI-31: Champions), Iowa (FSI-29: Force Works), Virginia (FSI-10: Liberty Legion) and others have been assigned teams already, but eventually each state will have an authorized superhuman law enforcement presence of its own.

Of course there are unique teams that will operate under the FSI that will have a broad freedom of operation such as the Fantastic Four and the Avengers. These teams will operate globally, galactically and more when they are needed. It should be noted that any activity within an assigned FSI state by these teams will be coordinated through their SHIELD liasions.

Rumours of a black-ops FSI team are erroneous and hold no truth to them whatsoever.

Of course, the system the FSI represents still has its opponents. These rogue superhuman fugitives (RSF) are unregistered or have shown open revolt against the Superhuman Registration Act. Any reports of these superhumans should be reported to S.H.I.E.L.D. and the local FSI team immediately. Known fugitives include a rogue team calling themselves Avengers (RSF-1), although they have no sanction to use that name or operate legally.

This database contains all available information on the various FSI programs currently in operation. As a S.H.I.E.L.D. agent, you should review it and be familiar with its contents. Updates will be made as they become available.

Working together, we can create a better America for everyone. Let the world follow our example.
